First Session of the Expert Council for Social Sciences and Humanities, University of Defence, Held

On March 23, 2012 at the Rectorate of the University of Defence, the first session of the Expert Council for social sciences and humanities of the University of Defence, chaired by Major General Professor Dr. Mitar Kovač, was held.                             
The agenda of this expert council meeting was: 1. Adoption of the minutes of the constitutive session of the Expert Councils of the University of Defence; 2. Consideration of draft created by the Teaching and Research Council of the Military Academy to form a committee for the appointment and reappointment of professors and assistant professors in the field of social sciences and humanisties (the open competition published in “Defence” magazine on March 1, 2012), and 3. Questions and proposals.                       
Regarding the first item of the agenda, members of the Expert Council unanimously adopted the minutes of the constitutive session of the Expert Councils of the University of Defence held on January 24, 2012.
The second item of the agenda was discussed in detail for each proposal on the formation of committees for the appointment and reappointment of professors and assistant professors. At the beginning of the discussion on this item of the agenda, members of the Expert Council agreed that the committee should be formed in accordance with Article 115 Paragraph 3 of the Statute of the University of Defence. Accordingly, the proposal that at least two members of the committee should be from the narrow scientific field for which the teacher is appointed was unanimously accepted. The requirement arising from the aforementioned article of the Statute, that of the three members of the committee at least one is not employed at the University was also emphasized.
Starting from these statutory provisions, and pursuant to the provisions of Article 115 Paragraph 8, the Expert Council took a stand on the necessity of correcting the composition of certain committees and proposed to the Teaching and Research Council of the Military Academy to submit a new proposal of the committee members, in accordance with the recommendations specified in the Decision of the Expert Council for social sciences and humanities.
According to the third item of the agenda, members of the Expert Council raised the issue of evaluation of the teaching staff at the University of Defence, and the possibility of engagement of teachers who retired under the Law on the Armed Forces of Serbia, given that under the Law on higher education they could be engaged in teaching up to the age of 65. This option is hiring retired teachers should be considered primarily from the standpoint of maintenance of accreditation resources in higher education units and the University of Defence as a whole.
