The Statute of the University of Defense Adopted

The session of the Interim Council of the University of Defense was held on October 14, 2011 in the building of the temporary seat of the Rector’s Office. The agenda included the adoption of the Statute of the University of Defense and the adoption of the Program of Work for 2012.
The meeting was attended by all members of the Interim Council determined by Decision of the Government of Serbia adopted on February 24 2011: Prof. PhD Slobodan Arsenijević, Rector of the University of Kragujevac, who also chaired the work of the Council; Prof. PhD Ćemal Dolićanin, Rector of the State University of Novi Pazar, Prof. PhD Milorad Milovančević, Dean of the Faculty of Mechanical Engineering, University of Belgrade, Prof. PhD Vladimir Cvetković, Dean of the Faculty of Security, University of Belgrade, and Prof. PhD Milan Martić, Dean of the Faculty of Organizational Sciences, University of Belgrade.
Rector of the University of Defense, Major General Prof. PhD Miodrag Jevtić and his associates, the Commandant of the Military Academy, Brigadier General Mladen Vuruna and Vice-Dean, Colonel Prof. Boban Đorović and Vice-Dean of the Faculty of Medicine, Military Medical Academy, Prof. Silva Dobrić took an active part in the working part of the session.
After his welcome address, Rector of the University of Defense, Major General Prof. PhD Miodrag Jevtić pointed to the most important activities in the past, including renovation of the Rector’s office, organizational solutions, drafting of the Statute and number of normative acts, developing the site of the University, excellent cooperation with the KONUS (Conference of Universities of Serbia) and the University of Defense of the Czech Republic. In his brief speech, Prof. PhD Jevtić also pointed to the vision of development of the University of Defense, where he stressed that the adoption of the Statute creates regulatory frameworks for providing quality study programs, with a key integrative and interactive function in higher education and research in the defense system. The Statute also protects and obligates, both the units of higher education and all the employees and students of our University, said General Jevtić.
Vice-Rector for Quality and Development Prof. Colonel PhD Jan Marček presented a chronology of creating the draft Statute, which started on May 19, 2011, when the Defense Minister Mr. Dragan Šutanovac formed a special ten-member working group. After adjustment of the draft text of the Statute, adopted suggestions made by organizational units of the Ministry of Defense and General Staff of the Serbian Armed Forces, the necessary approval from the Ministry of Education and Science, Ministry of Finance, Ministry of Labor and Social Policy and the Republic Secretariat for Legislation was obtained. The integrative functions of the University, especially the elections to the positions of teachers, scientific research, and education throughout life are particularly emphasized from the content of the Statute. At the end of his presentation, Prof. Marček pointed out that the University of Defense, through the continuous quality improvement of all segments of the educational process, is trying to contribute to the capacity building of the Serbian academic community.
Proposed Work Program of the University of Defense in 2012 was presented by Prof. PhD Mirjana Životić Vanović, Vice-Rector for research. The Program includes seven areas; special attention will be given to the introduction of professional training of officers into the academic framework, the formation of the Cadet Research Center and the membership and involvement in programs and projects of regional and international university associations.
The Interim Council unanimously adopted the Statute and the Work Program.
Today, within the University of Defense, there are 814 cadets at the Military Academy and 75 cadets at the Faculty of Medicine of the Military Medical Academy. After successful completion of training, they have jobs and predictable professional career that is professionally or scientifically oriented, resulting in a qualified officer corps and high quality teaching and scientific staff for the needs of the Serbian Armed Forces, the University of Defense, military and scientific institutions, and defense system as a whole.
